About us
At Warrington Borough Council, we are committed to ensuring that everyone has access to safe, secure and sustainable housing. We recognise the vital role housing plays in preventing and responding to domestic abuse and are committed to delivering services that are trauma-informed, survivor-centred and focused on achieving positive outcomes.
We are embarking on an ambitious programme to implement the Domestic Abuse Housing Alliance (DAHA) Whole Housing Approach across Warrington. This exciting initiative will transform how housing, homelessness and partner agencies work together to support people experiencing domestic abuse and multiple disadvantage.
As part of this work, we are seeking an experienced and passionate Whole Housing Approach Co-ordinator to lead this transformational programme and help achieve DAHA Accreditation for Warrington.
The role
This is a unique opportunity to lead a borough-wide programme that will shape the future of domestic abuse and housing responses across Warrington.
As the Whole Housing Approach Co-ordinator, you will provide strategic leadership and coordination for the implementation of the DAHA Whole Housing Approach and delivery of Warrington's housing-related domestic abuse priorities. You will work across housing, homelessness, community safety, health, social care, criminal justice and voluntary sector partners to improve pathways, influence practice and drive system-wide change.
A key aspect of the role will be leading the three-year programme of work required to achieve DAHA Accreditation, ensuring housing services are safe, accessible and effective for victim-survivors of domestic abuse. You will also co-chair the Safer Housing Delivery Group, providing oversight and accountability for delivery of housing actions within Warrington's Domestic Abuse Strategy.
This is a strategic role focused on partnership working, service improvement and system leadership rather than direct casework.
What's needed?
We are looking for someone who is passionate about improving outcomes for people experiencing domestic abuse and who has the skills and experience to influence change across complex systems.
You will have:
- Significant experience working at a strategic or programme level within housing, homelessness or a related field.
- Strong experience of domestic abuse services, partnerships or policy development.
- Experience of leading multi-agency work across statutory and voluntary sector organisations.
- Knowledge of homelessness legislation, safeguarding and domestic abuse best practice.
- An understanding of the Domestic Abuse Housing Alliance framework and the Whole Housing Approach.
- Excellent communication, partnership-building and influencing skills.
- Experience of service improvement, programme delivery and implementing change.
- The ability to work independently and manage competing priorities while delivering measurable outcomes.
- A commitment to equality, diversity, inclusion and trauma-informed practice.
- A relevant degree, housing qualification or equivalent professional experience is essential.

- 26 days annual holiday - raising to 31 after 5 years of service (pro-rata)
- Access to our attractive and competitive benefits package
- Access to our Health & Wellbeing Programme
- Flexible and hybrid working opportunities where service needs allow
- The opportunity to lead a high-profile programme that will make a lasting difference to domestic abuse survivors across Warrington
