About us
Warrington Borough Council is committed to preventing homelessness, supporting vulnerable residents and helping people to access and sustain safe, suitable accommodation. We are looking to recruit two Housing Needs Outreach Navigators (2 Year Fixed Term) to join our Housing Needs Team and help deliver life-changing support to some of the borough's most vulnerable residents.
This is an exciting opportunity to be part of a dedicated and ambitious service focused on preventing homelessness, reducing rough sleeping and improving housing outcomes across Warrington.
The role
As a Housing Needs Outreach Navigator, you will work directly with individuals and families who are homeless, threatened with homelessness, rough sleeping, vulnerably housed, or experiencing a range of complex social and housing-related challenges.
Through outreach, home visits and community-based support, you will help people navigate housing services, access the assistance they need and overcome barriers that may be preventing them from achieving stable accommodation and improved wellbeing.
You will manage a varied caseload, carrying out needs assessments, developing personalised support plans and working closely with partner organisations to coordinate effective interventions. The role requires a proactive and flexible approach, with a strong focus on empowering customers to achieve sustainable outcomes and greater independence.
You will also support the Council's wider homelessness prevention and rough sleeping initiatives, including undertaking outreach activity and helping to identify and engage people who may not traditionally access support services.
The role is primarily to work Monday to Friday, 10:00am to 6:00pm. However, you may be required to provide cover for the Rough Sleeper Navigator during periods of annual leave or absence. On these occasions, the working hours will be 6:00am to 2:00pm to support early morning outreach and rough sleeper engagement activities.

- Can effectively manage a varied caseload and maintain accurate records.
- Works well both independently and as part of a multi-agency team.
- Is committed to delivering person-centred support and achieving positive outcomes for residents.
A full UK driving licence and access to a vehicle for work purposes is essential.
